Transport Adaptation Field
The first part of the adaptation field is 8 bits specifying the length of the adaptation field.
The first group of flags consists of (8) 1-bit flags:
discontinuity_indicator
random_access_indicator
elementary_stream_priority_indicator
PCR_flag
OPCR_flag
splicing_point_flag
transport_private_data_flag
adaptation_field_extension_flag
The optional fields are present if indicated by one of the preceding flags.
The remainder of the adaptation field is filled with stuffing bytes (0xFF, that is, all ones).
